David Clark became a Technical Advisor for Rich Huesken in January 2020 (Technical Advisor to Sylvie Soulier 2016-2019). A Partner at EY, Mr. Clark is the Independence and Conflicts Leader for the Middle East & North Africa (MENA) region comprising 16 countries, and is part of EY’s global independence network of professionals involved in public policy. He oversees independence and conflicts policy implementation, guidance and training for EY’s MENA practice, advising practitioners on the application of global independence policy and rules, local independence rules, professional standards, and regulatory requirements.
Mr. Clark has been involved in extensive IESBA outreach over the years with local authorities and regulators within the Middle East and North African region. He is also a Certified Fraud Examiner (Association of Certified Fraud Examiners); and an International Certificate Member of the Institute of Risk Management (IRMCert.).
In addition to progressing the scope of the project, the IPSASB agreed that meeting eligibility criteria related to social risks is a key element of the social benefits definition. The IPSASB agreed that a future ED should include the “threshold eligibility criteria” and “eligibility criteria for the next benefit” obligating events, with further research required on other possible obligating events.
